On a construction walking surface six feet up, you need a system, not a warning to “be careful.”
29 CFR 1926.501 says that on a walking-working surface with an unprotected side or edge six feet (1.8 m) or more above a lower level, you protect people with a guardrail system, a safety net system, or a personal fall arrest system. That is the default. Leading edges, hoist areas, ramps, excavations, and roofs have their own paragraphs. None of them mean “skip it because we will only be up there an hour.”
A harness is required when personal fall arrest is the system you chose, or the only system that works. It is not required as theater while an open edge is two steps away with no rail.

Guardrails keep you off the edge. Arrest systems catch you after you leave it.
Use guardrails when the work allows it. A rail you do not have to remember to clip is the system people actually use at 6:30 a.m. Safety nets belong where the work is above an area you can net. Personal fall arrest (full-body harness, connector, and an anchor that will take the load) is what you use when you must work at the edge and a rail would stop the job or create a worse hazard.
Fall restraint (a setup that will not let you reach the edge) is often smarter than arrest if you can build it. Arrest means you already fell. Then you need rescue, clearance, and a body that survived the stop.
When the harness is the right tool
Steel erection, roof work on a steep slope, leading-edge decking when rails are not up, and many aerial-lift tasks put you on PFAS. The harness has to fit. The lanyard or SRL has to match the clearance under you. The anchor has to be real — a rated point, not a vent pipe, a 2x4, or a buddy holding the rope.
Construction PFAS rules live in 1926.502. Free fall, deceleration, and arresting force are numbers, not vibes. If you cannot answer “what do I hit if I fall here?” you are not ready to clip.
Holes and skylights are still falls
A hole in a floor, including a skylight, is a fall hazard. Cover it so it will take the load, mark it, or guard it. People step where they walked yesterday. The hole was not there yesterday.
Work over dangerous equipment needs protection even when the drop is short. Six feet is the usual construction trigger for edges. It is not a free pass to stand over an unguarded mixer at four.
General industry is often four feet, not six
If you are in a plant on a walking-working surface, 1910.28 generally wants fall protection at four feet. Do not import the construction six-foot story onto a mezzanine that is under 1910. Know which book your host employer is under before you argue.
Scaffolds have their own construction subpart. Aerial lifts have theirs. Citing 1926.501 on a scissor lift whose manufacturer wants a harness anyway is how people talk past each other in the parking lot.
The failures that keep showing up
Unprotected roof edges on residential and commercial jobs. Harnesses in a gang box while people walk the peak. Lanyards clipped to something that would peel. Too little clearance under an SRL. Guardrail posts standing with the top rail removed “just to land this piece.” A warning line treated as if it were a rail. A monitor on a low-slope roof who is also running a saw.
